It was part of the speech, which was added because of the Mr. Robinson's advanced visit to Berlin and conversations he had with locals there.  It was opposed by the top advisers to the president as they thought it too strong a wording for the United Stated president to challenge the Soviet leader.  But, there had been protect marches opposing the wall, and Reagan was popular throughout the world.  He was an ex-actor and could deliver this message without making a US threat to Mr. Gorbachev.  The soviets knew that their actions in building this wall were seen as an act of aggression.  And there were continuing protest to remove it.  In the end, this line, and the non-threatening way it was delivered allowed the Berlin Wall to be removed and provided a more open dialogue between the United States and the Soviet Union.
